today in the Hudson Funeral Home chapel by the Rev. William Finlator. The body will be cremated. Hobby, who died Saturday in the Veterans Administration Medical Center, was a lifelong Durham resident. He was a graduate of Duke University and was a veteran of World War II and Korea.

Before retiring, he was employed with American Tobacco Company. Hobby was a labor leader and served as president of the North Carolina AFL-CIO from 1969 to 1980 and worked with the national organization for 13 years. He was special organizer for the Retail Clerks Union and was named 1971 Labor Man of the Year by Histradut. He was a member of the National Organization for Women, the VFW, the American Legion, and the Disabled American Veterans, and was past commander of AMVETS. In 1972, Hobby ran unsuccessfully for governor.

Surviving are his wife, Mrs. Jean Hogan Hobby; five sons, James L. Hobby of Long Beach, Robert Amuso of Ft. Rucker, Tim Hobby of Burlington, Steve Rutherford of Japan and Frankie Rutherford of Durham; three daughters, Mrs. Phyllis Loya of Antioch, and Ms.

KNIGHT Research Triangle Park bureau You might call it "printed muscle tissue," paper-thin rows of tiny, flat plastic cells dotted with chrome and powered by electricity. This new technology, known as an integrated force array (IFA), is considered so promising that the National Institute of Standards and Technology (NIST) recently granted MCNC up to $1.2 million to develop it for commercial uses.

The three-year, renewable grant is one of the first two NIST awards to be made in North Carolina. MCNC's patent is pending. Dr. Steve Bobbio, a member of the technical staff at MCNC's Center for Microelectronics, created IFAs with the same process photolithography used to make computer chip wires thinner than a human hair. The result is a device that can exert a force far out of proportion to its tiny size.

Linked with metal bands and hooked to a power source, these arrays of microscopic cells are about a thousand times more powerful per unit weight than existing electromechanical devices, including actuators and solenoids. "Its applications are virtually unlimited," Bobbio said. An IFA's "muscle," for example, could be used to drive miniature surgical tools. The drivers would be powered by the pushing and pulling effect of IFA cells as they contract and expand. Super sensors are another possibility.

In sensory applications, IFAs could detect minute amounts of voltage acting on their cells. IFAs also might be used as actuators, or devices that help start engines or other machinery. The IFA's light weight and tiny size provides a distinct advantage over currently available technologies. The NIST grant will enable Bobbio and his colleagues at MCNC to study the best way to build IFA cells and combine them in arrays for commercial products such as these. With Mark Kellam and Sue Jones of the MCNC technical staff, Bobbio will build a solenoid as a prototype, replacing the mechanical device with an IFA.

Solenoids are devices that act like bar magnets when current is applied. NIST Advanced Technology Awards are meant to encourage research and development of inventions or discoveries that could have broad-based applications in U.S. industry. Another Triangle company, Cree Research has also received an Advanced Technology Award. Cree plans to use its $2 million grant to explore siliconcarbide technologies.

Property entry vote today in Chapel Hill By LAURA CRENSHAW Chapel Hill bureau CHAPEL HILL The town council will plunge into the landfill search today when it votes on whether to allow workers to enter private property against the owners' wishes to test suitability for a landfill. Most property owners in the four areas under consideration for a new landfill granted consulting engineers permission to test their land. But because those who said no include several owners of large properties, engineers don't have permission to enter 48.2 percent of the 4,138 acres that make up the four sites. The Landfill Owners Group made up of representatives from Chapel Hill, Carrboro and Orange County hired Joyce Engineering to assist a search committee in finding a new site for the Orange Regional Land- fill. Chapel Hill operates the landfill under contract with other local governments.

Three jurisdictions jointly own the landfill. State law gives the town authority to enter private property under consideration for condemnation to test its suitability for the planned use. The town council will vote today on whether to exercise this authority, and Orange County and Carrboro elected boards will vote later on whether to contract with Chapel Hill to enter the property. Mayor Ken Broun said a vote to test sites doesn't mean council members would be express: ing a preference as to where to locate a new landfill. "Either people are going to let us test or we're going to have to go in involuntarily," Broun said.
